Sean Phayakapong is a dedicated public servant, engineer, and community leader committed to preserving the quality of life that makes Yorba Linda one of Southern California's most desirable places to live. His approach to leadership is grounded in fiscal responsibility, transparency, and thoughtful planning that protects neighborhoods while preparing the city for the future.
Sean currently serves on the Yorba Linda Traffic Commission, where he reviews transportation improvements, development proposals, and traffic safety initiatives that directly impact residents. He is also an active leader in Rotary, serving as District Membership Chair for Rotary District 5320 and Past President of Yorba Linda Sunrise Rotary Club, where he works with clubs across Orange County and surrounding communities to strengthen volunteerism, leadership development, and community service.
Additionally, Sean is actively involved with his home parish, St. Martin de Porris Catholic Church,
Throughout his volunteer service, Sean has helped organize service projects, community events, and charitable initiatives that improve lives both locally and internationally. He believes that strong communities are built by people who are willing to serve.
Sean serves as a Senior GIS Analyst for Moulton Niguel Water District, where he helps manage the technology and infrastructure that support reliable water, recycled water, and wastewater systems serving thousands of Orange County residents.
With a background in engineering and geographic information systems (GIS), Sean has led complex infrastructure projects involving hydraulic modeling, utility mapping, capital improvement planning, and enterprise technology systems. His work requires balancing technical expertise, long-term planning, fiscal responsibility, and collaboration across multiple departments.
His experience managing critical public infrastructure has provided him with a practical understanding of budgeting, asset management, emergency preparedness, and responsible stewardship of taxpayer resources.
Sean holds a Master's Degree in Environmental Engineering from California State University, Fullerton (CSUF) and a Master's Degree in Geographic Information Systems (GIS) from California State University, Long Beach (CSULB), with his Bachelor's degree from the University of California, Los Angeles (UCLA). He is also an Engineer-in-Training (EIT), combining technical expertise with a passion for solving real-world challenges facing local government.
Sean is proud to call Yorba Linda home and is committed to preserving the city's small-town character, exceptional public safety, beautiful parks, and high quality of life for future generations.
Outside of work, Sean enjoys giving back through community service, volunteering with Rotary, and spending time exploring new technology and innovative solutions that help local government operate more efficiently.
As a candidate for City Council, Sean is focused solely on serving the residents of Yorba Linda. He has no ambitions for higher political office—his goal is simply to give back to the community he loves by providing thoughtful, practical leadership and ensuring Yorba Linda remains a great place to live, work, and raise a family.
